- Kentucky publishes three: rent or mortgage plus utilities cost more than gross monthly income; gross monthly income is under $150 and resources such as cash or bank accounts are $100 or less; or the household includes destitute migrant or seasonal farm workers.

Kentucky publishes a faster SNAP route for households in immediate need, and publishes the conditions for it. The Cabinet for Health and Family Services states: "If your household needs help right away, you may be able to get your SNAP benefits within a few days after applying." It then states you "may qualify for SNAP benefits soon after applying under certain circumstances, if: 1. Your household's monthly rent or mortgage and utilities costs are more than its gross monthly income. 2. Your household's gross monthly income is less than $150 and resources, such as cash or bank accounts, total $100 or less." Those are conditions a household can check about itself before it calls. The Cabinet also publishes that "The head of your household, or an authorized representative, must be interviewed before the application can be completed," that "Benefits will begin from the date your application is received," that an application received outside business hours (Monday to Friday, 8 a.m. to 4:30 p.m. Eastern) "will be dated for the next business day," and that after filing "you will receive a notice within 30 days" of the decision. Apply by calling DCBS Family Support on 855-306-8959, online, in person at a local Family Support office, or by mailing a printed application; TTY is 800-627-4702. Whether a household is entitled to expedited service is DCBS's determination, not this page's.

Kentucky EBT Card Replacement Line
Kentucky publishes a separate around-the-clock number for the benefit card itself: "If your EBT card is lost, stolen or damaged, call 1-888-979-9949 to report it." The Cabinet lists that number as available 24 hours a day, seven days a week — unlike the SNAP application line on 855-306-8959, which is not. Report a lost or stolen card to that number rather than waiting for an office to open. Replacing a card is not the same as replacing benefits already spent from it, and NOLO has not verified Kentucky's rules on replacing stolen or lost benefits — ask DCBS about that separately.
